The Eastern Oklahoma State College Board of Regents on June 11 approved the college's Fiscal Year 2027 operating budget following a presentation by Vice President for Business Affairs Trisha White.
White reviewed budget assumptions, projected revenues and expenditures and outlined uncertainty tied to a revised Oklahoma State Regents for Higher Education performance-based funding formula. She told the Board the formula allocation showed an approximate reduction of $120,000 that was offset in another funding category, resulting in no immediate reduction in overall appropriations for FY2027. The board approved the budget by roll-call vote: six ayes, one no (Regent Larry Spradley).
Regent Spradley asked detailed questions about contingency planning and noted administration did not include the traditional four-percent revenue-reduction safeguard used in prior years. Chair Latt Jeffrey said enrollment growth would be the primary tool to maintain fiscal stability, and President Randy Harp said leadership was pursuing improved student-tracking measures to address retention, graduation and reverse-transfer degree completion.
The Board directed continued monitoring and a midyear comprehensive review to allow adjustments if state funding projections change. Motion recorded: "Regent Bilderback moved to approve the Fiscal Year 2027 Operating Budget as presented. The motion was seconded by Regent Hamilton."
