Facilities staff recommends soft-surface replacement for 3rd–5th playground; 1st–2nd-grade equipment needs further design

Facilities staff reported supplier inspections found the 3rd–5th grade play area (about 5,000 square feet) ready for conversion from wood fiber and sand to soft surfacing with concrete edging to improve ADA access and longevity. Inspections of the older 1st–2nd grade structure showed plastic coating worn through in places with underlying rust on metal components and a damaged sleeve for a swing set leg; suppliers recommended component replacement rather than patch repairs if soft surfacing is installed.
Facilities staff (Speaker 12) said, “the scope of work for the 2nd, 1st and 2nd grade playground… install 3,700 square feet of soft surface.”
Given the findings, staff recommended splitting the work: proceed this summer with the 3rd–5th soft-surface replacement and return to the board with design and firm budgets for either repair or replacement of the 1st–2nd-grade play structure. Trustees requested the facilities manager examine whether other deferred maintenance items could be folded into the Measure R bond project list to realize economies and avoid repeated general-fund hits later.
