Chairman White repeatedly reminded Miller to keep remarks focused on the current agenda item and called points of order when comments strayed; on at least one occasion the chair curtailed remarks as out of order. Miller also stated his microphone had been cut repeatedly and placed a formal "constructive notice" on the record regarding meeting procedures. The committee proceeded to approve the items under consideration despite Miller's objections.
