Tom Cobb, City Engineer, explained that AVI Professional Corporation was selected through a statements-of-qualifications (SOQ) process and cited the firm's familiarity with the project's design and coordination needs. Cobb said the cost not to exceed $196,334.40 and that funding would come from the 2022–23 optional sales tax (the 5th penny).
A public commenter, Charles Miller, urged the committee to reject the contract and alleged the firm and its principal act as lobbyists for private development; the chair limited Miller's remarks when they exceeded the item scope. Council members then moved and unanimously approved the contract to proceed.
