Highway department adds construction inspection manager position to 2027 budget

Kim Harris of the Boone County Highway Department described a new job description for a 'construction inspection manager' position that the department has included in its 2027 budget and asked the board to approve it.
Harris said the position "will oversee inspection activities, coordinate with engineers, contractors, utility companies, and local agencies" and will "monitor project progress, cost estimates, and help identify and resolve issues in an inspection in a timely manner." She noted the role is intended to "significantly increase our in house inspection capabilities, but it is not intended to eliminate the need for outside inspection consultants." Commissioners moved to approve the job description and voted aye.
The position will allow the highway department to perform some inspections in-house and assign reimbursable inspection services to outside firms when appropriate, with the stated goal of reducing consultant costs while maintaining project oversight.
