Subcommittee favors bridge-mounted pipe hangers and bid alternates over extensive directional drilling

Stantec told the subcommittee its field work found space to hang a pipeline on the downstream side of several bridges rather than relying on directional drilling under creeks. Carrie Poytruss said bridge-mounted hangers and HDPE pipe reduce drilling-fluid permitting concerns and allow visible inspection; committee members and a county bridge engineer expressed support for that approach as a 30%-design assumption.
Stantec also recommended including directional-drill or HDD bid alternates for specific pipeline stretches where HDD is feasible; the firm said 6-inch HDPE bores under 1,000 feet are commonly practical depending on contractor capability. Members asked that the report note permitting tradeoffs and include a paragraph describing why bridges were preferred for this stage of design.
