Committee hears Solvang upgrade could require $3.5M of pipe work before a Los Olivos connection

Guy Savage, the district’s general manager, briefed the subcommittee on a recent meeting with Solvang staff and consultants. Savage said the City’s consultants (Corello and WSC in prior studies) identified roughly $3,500,000 in pipe and pump upgrades that should be completed for a reliable connection and that Solvang will not return to its council until funding for its upgrade project is secured.
Subcommittee members said those Solvang CIPs (capital improvement projects) are a primary external constraint on the district’s schedule and recommended the 30% design assume the city’s improvements are in place. Stantec reiterated that its conceptual design assumes Solvang implements the identified CIPs; the firm noted its modeling stretches timing windows for sending flow if those CIPs are completed.
