Council and planning commission hold joint workshop on downtown priorities, short‑term rentals and housing

Councilors, planning commissioners and finance committee members used the latter portion of the joint meeting to exchange priorities and identify topics for follow‑up work by staff.

Discussion highlights included downtown revitalization ideas—participants floated a Pine Street plaza and central hub near the fountain—and the need for feasibility and concept studies before formal plan changes. Commissioners emphasized the difference between conceptual ideas and items that require formal notice and environmental review.

Short‑term rentals drew sustained attention. Commissioners said the planning commission had previously requested a review of the city’s short‑term rental regulations and noted the promised periodic review had not been completed in roughly three years. One commissioner said the commission had identified about 10 items for a staff report; members recommended establishing metrics and a regular reporting cadence to track trends.

Council and finance committee members asked planning staff to return cost and time estimates (scope of work) for proposed studies so budget impacts could be weighed. Several speakers suggested bundling related items—such as short‑term rental review, signage/paint ordinance follow‑ups and cannabis ordinance work—into a coordinated scope to optimize staff and consultant resources. A motion was made and approved to continue the discussion at a follow‑up meeting.

No policy changes or votes on these priorities were taken at the Feb. 4 meeting; staff will return with scope and budget information for agendized items.
