Council reviewed an itemized project spreadsheet and discussed funding and timelines for a set of capital and statutory projects. Staff noted the Butterfly Bridge engineering work is federally funded through the Highway Bridge Program, the UV disinfection project is grant funded, collection‑system improvements are under construction (contractor Cox & Cox) and the wastewater treatment plant has an active planning grant with applications underway for additional funding.
Council and members of the public highlighted Mossbrae Trail fundraising and downtown creek/drainage concerns. Staff said the airport north‑end taxiway construction is funded and will proceed in spring after winter conditions, and that some projects are statutorily required (for example, emergency chlorination and an audit) and therefore not optional. Councilors warned that staff capacity is limited and recommended prioritization and clearer project deadlines; they agreed to continue the spreadsheet as a standing item and to ask staff for capacity and statutory deadlines.
Multiple commenters urged moving Mossbrae Trail higher on the priority list and asked for financial transparency on dedicated funds associated with trail management. The council asked staff to color‑code the tracker for statutory deadlines, encumbered grant funding, and near‑term application windows (waterfall grants and CDBG timelines were noted).
