Mark Eddington, executive director of the Kishwaukee Water Reclamation District (KWRD), told the committee KWRD has capacity at a large treatment plant and is pursuing a regional sewer project that would connect Waterman, portions of the Potawatomi property and potentially Shabbona. He said KWRD intends to be the loan applicant for state revolving funds and that design work could begin in August with an aim to finish design by next summer to qualify for low-interest loans.
"We did enter into an intergovernmental agreement with you guys in Waterman to produce a feasibility study, which is the study that you guys are looking at now that was produced," Eddington said, summarizing earlier work and urging Shabbona to consider whether it wants to join. He emphasized KWRD's motivation is to use built capacity more cost-effectively and said partners will negotiate cost shares and sub-agreements if Shabbona wants to participate. Committee members focused on understanding the village's exposure, the timing of an engineering contract, and what 'recapture' or impact fees would apply if the village delayed joining.
