Trustees approved three memoranda of understanding between the district and the Lompoc Federation of Teachers that formalize use of guiding coalitions to oversee Professional Learning Community (PLC) work. A presenter explained the guiding coalition can be either a dedicated elected group at a school site or an existing leadership team repurposed to focus on PLC implementation; the MOU also provides compensation for intensive guiding coalition duties.
During the discussion, a union-affiliated speaker urged continued support for counselors at school sites and emphasized the importance of collaboration time; the board approved the MOUs by 3-0 roll call vote. The MOU language clarifies election or appointment processes and anticipates both site-level and district-level guiding coalitions as the district phases changes in PLC structure.
