Staff presented a marked‑up draft of Chapter 5 — the agriculture, natural resources and historic preservation chapter — saying most changes are updates for accuracy and contemporary data rather than policy shifts. "Chapter 5 is the agriculture, natural resources and historic preservation, cultural and historic preservation, chapter," Mary said, noting she had scrubbed the chapter for accuracy and added critical contemporary information.
Commissioners discussed shallow groundwater and drain tile patterns in a planned subdivision north of County Road 60 and noted stormwater and FEMA‑related changes that affect how the city will evaluate future development. After brief discussion the commission moved, seconded and voted to recommend Council acceptance of the Chapter 5 updates as presented.
Commissioners asked staff to ensure final drafts align with state statutes; staff said she would run the draft against statute references before forwarding it to Council.
