Mary (staff) explained the applicant, Brooke Wiegand of InTouch Therapeutic Massage, recently moved into a lower‑level space that is in the B‑4 district and requested the code change so she can pursue a conditional‑use permit. Staff noted similar clinical uses (chiropractic, dental) are listed in nearby districts but that licensing and a conditional‑use review provide an extra level of oversight. "So with that, it's a very simple ordinance written just to add that 1 that 1 use to the B 4 District," Mary told the commission.
Commissioners debated whether the use should be permitted outright or remain conditional given past issues in the sector; they emphasized licensing and permit conditions would be the tool to address any future problems. A motion recommending the Common Council approve the conditional‑use allowance in B‑4 was moved, seconded and the commission voted in favor.
