The staff presentation identified specific large parcels and referenced ownership patterns (including Los Olivos Camp LLC) that narrow siting options and increase the attractiveness of regional connections if local land availability is insufficient.
The subcommittee directed staff to continue documenting site constraints and to include mitigation and permitting risk in future public materials.
