The council announced two closed-session items: (1) a conference with a labor negotiator under Government Code section 54957.6 related to the city manager position and potential designated representatives from WBCP Inc., and (2) a conference with real property negotiators under Government Code section 54956.8 concerning two properties on Dunsmuir Avenue (assessor parcel numbers provided). During the public-comment period for the closed-session items, Allison Luszewski urged the council to conduct internal reviews of past hiring work and to include staff in the interview process. Luszewski said, "I do believe there needs to be some internal discussions as to how and why the past situation got, the way it is and perhaps have some discussions on the systemic nature of that," and requested staff participation in hiring decisions to prevent repeat problems.
