Nowakowski told Mayor Philip J. Suess and councilmembers that alkaline soil conditions resulting from dying pine trees make it difficult to install the landscaping buffer the board recommended, that she plans to replace and extend an existing wood deck which will require annual maintenance, and that the house’s lot angle constrains available area. After discussion, Councilman Brown moved and Councilman Weller seconded a motion directing the City Attorney to prepare an ordinance to approve the variance; the motion carried unanimously.
The council’s action was procedural: it directed staff to draft the ordinance for formal adoption at a later meeting and did not itself change zoning or grant a permanent administrative approval at the time of the motion.
