Council advances first reading to shorten on‑street parking limits near Faywell Construction

City Manager Michael Dzugan presented a first reading on Feb. 2 proposing amendments to Chapter 70 (Traffic and Vehicles) that would change on‑street parking limits in areas near the Faywell Construction site from four hours to two hours.
Dzugan said staff had anticipated excessive parking by construction workers, notified 81 property owners about the proposed change, and designated Lot 9 for worker parking. Director of Engineering Joseph Tebrugge confirmed that the restrictions would apply from 8 a.m. to 6 p.m., Monday through Saturday. Dzugan described the measure as temporary and said staff would explore limiting the hours of the restriction and other mitigations because the general contractor reported he cannot control where subcontractors park.
Councilman Weller said he hopes the ordinance encourages workers to use Lot 9, which staff flagged as the preferred mitigation. Councilwoman Leah Bray‑Parker suggested engaging residents to see whether the ordinance resolves the issue or if additional solutions are needed. The item will return to the council for further consideration after additional staff work.
