Council backs credit-union ATM grant application to expand cash access

Council unanimously approved a resolution supporting Siskiyou Central Credit Union's application for a Cal IIP grant to install an ATM in downtown Dunsmuir.
Quinn, speaking as a credit-union board member, told council the grant would help provide ATM and deposit services locally and reduce burdens on residents who now travel to Mount Shasta to access cash. He said the nearest option imposes high surcharges on small withdrawals and that the credit union seeks community support for the grant application; the grant requires no city match or site control at this stage.
Quinn said installation costs range from about $30,000–$40,000 and ongoing maintenance can cost “tens of thousands of dollars” a year; the credit union expects to absorb those costs as a member service. He described the financial burden on low-income residents: "If I go to, like, the 1 in the Chevron, for example, if I'm withdrawing $20 from that ATM, I'm paying a $2.50 fee at that ATM, and then my bank's also charging me $2.50. So that's a 25% surcharge," which the speaker said disproportionately affects Dunsmuir's poorest residents.
After brief public comment about bank security and cost estimates for standalone ATMs, a council member moved to adopt Resolution 2025-18 supporting the grant application; the motion passed by voice vote. The resolution records city support but does not obligate city funds or site control.
