The board discussed strategy for its April 3 presentation to the Local Agency Formation Commission (LAFCO). Staff said LAFCO expects a credible schedule and that the district should narrow project descriptions and milestones. Directors proposed asking for a one‑year extension rather than two and asked the project management subcommittee to draft a more realistic timeline to present in March and at LAFCO.
Staff noted LAFCO has asked for a schedule and evidence of progress and that the district will likely ask LAFCO for continued reporting or an extension. Directors emphasized the importance of identifying the assessment engineering report, EIR timeline and funding milestones as part of a presentable schedule. The project management subcommittee agreed to assemble draft milestones in time for the March meeting.
