District outlines facilities master plan, bond balances and timelines for major projects

District Director of Facilities Norma Macias briefed trustees on the status of capital projects funded by voter‑approved bonds and other sources, giving a line‑by‑line account of projects, funding and schedules. "We currently have an ending balance of $13,958,850" for Measure D and "We currently have an ending balance of $75,682,809" for Measure HS, Macias told the board.
She reported the El Monte track and field project was finished in time for graduation and that HVAC upgrades for gymnasiums and cafeterias are completed at multiple sites; the district adopted MERV‑15 filtration for the new HVAC units. Macias said the Rosemead Adult Education Complex is under construction, awarded to Pro West Contractors, and estimated to complete on Aug. 8, 2026, though staff said the schedule is tight and they were pressing the contractor to make up time.
Perkins Eastman presented the facilities master plan process, noting community engagement, site visits and a planned October series of town halls and an online multilingual survey to prioritize projects and seek Prop 2 matching funds. Trustees asked about bond capacity, senior exemptions (none for Proposition 39 bonds), and how the district plans projects relative to available funding; staff said many projects remain unfunded and a future bond election may be required to complete the full list of modernization work.
