District details bond balances and construction delays at adult transition center; South Almani review with Army Corps underway

Norma Macias, the district's director of facilities, maintenance, operations and transportation, updated the board on the status of bond-funded construction and modernization projects funded by Measure D (2008) and Measure HS (2018). She reported Measure D’s ending balance at $13,958,850 and Measure HS’s ending balance at $74,682,809 and reviewed active projects across district campuses, including Arroyo High School modernization, El Monte modernization, Mountain View closeout, Rosemead modernization and the South Almani track and field project.
On the Rosemead Adult Education Complex (the adult transition center), Macias said structural issues and subcontractor coordination caused delays in the addition portion of the project. “There are several factors… structural issues have come up with the new portion of the project,” she said, noting that shop drawings, rebar/structural contractors and fabrications required additional review and that contractor staff turnover had added coordination delay. Macias said the general contractor has proposed delay costs but that district staff are evaluating any delay claims to assess merit and limit unwarranted payments.
Macias also reported progress and permitting steps for the South Almani track and field project, which HMC Architects submitted to the U.S. Army Corps of Engineers in November 2024. She said two Army Corps branches — technical/engineering and archaeology — are reviewing the project, and the archaeologists indicated a minimum 120-day review, “could take longer,” depending on their questions. After Corps approval the district will implement requested changes, finalize drawings, then submit to the Division of State Architects, a process she said could add several additional months.
Trustees asked about financial implications of delays; Macias said the district is reviewing potential contractor delay claims and tracking submittals (elevator, skylight, etc.) so work on other project phases can continue. The board asked for timely updates when delay notices or material cost impacts are known.
Projects Macias listed as in construction or closeout included Mountain View High School modernization (final closeout and fire alarm testing), the Rosemead Adult Education Complex (masonry in the addition, expected finish late 2026), and planned phase-2 bidding for Arroyo’s larger theater/music/admin project in summer 2026.
