The Escondido Union School District board approved an eight-year extension of the district's facility-use agreement with the YMCA for the Appleby building and associated pool complex to expand the Explore (ELOP) after-school program. Staff said the agreement would allow the district to prepay and protect programming continuity even if state ELOP funding is reduced in future years.
Rick and program staff described plans to use the building for half-day aquatic instruction (water safety and swim lessons) and half-day enrichment activities developed by a team of 12 district educators; staff said the partnership has already supported more than 800 student trips to the YMCA pool. The business-services presenter and finance staff confirmed the board would fund the one-time $1,200,000 payment from ELOP restricted funds and discussed contract language that preserves the district if future ELOP funding streams change.
Trustees asked whether the agreement includes protections if ELOP funds diminish; staff said the district will prepay from available carryforward funds and include contractual protections. The motion passed on a recorded voice vote 5-0.
