Council member Allen described the change: "As I understand that this bill changes the notification time from 48 hours to 7 days, and the amendment excludes emergencies and routine things that would happen under 3 days. And with that amendment, the utilities are comfortable with it." Council member Horton asked why seven days was chosen and noted the sponsor was not present to provide background. The chair said the change was intended to give more planning time for major projects while keeping shorter-notice provisions for quick jobs. The ordinance passed as amended, 6 in favor and 0 against.
