City adds Panther Creek culvert replacement under Talbot Road to TIP

"So this project will replace that culvert. And on top of the culvert is a roadway," Talbot said, noting the project also creates an opportunity to add bike facilities and complete sidewalks. She told the committee the project has design funding from the city's stormwater utility and staff are actively pursuing construction grants.
Council members asked about coordination and timing as design progresses; staff said stormwater utility funds cover design so grant applications for construction can proceed. The committee did not take formal action on the item; it remains in the TIP draft pending further design and funding work.
