Committee reviews draft 2027–2032 Six‑Year Transportation Improvement Program

The Committee of the Whole received a presentation of the draft 2027–2032 Six‑Year Transportation Improvement Program (TIP) from Ellen Talbot, the staff presenter. Talbot described the TIP as a planning document that makes local projects eligible for state and federal grants and explained this year's update includes renumbering and revised cost estimates.
"The tip, as you know, is a planning document that identifies transportation projects and programs to help implement the city's priorities," Talbot said. She said the city reorganized TIP numbering to reflect completed or reprioritized projects, updated appendix data for transparency, and revised cost estimates for capital projects.
Talbot said the top-ranked projects remain similar to last year, with continued emphasis on safety programs and walkway projects. She noted that candidate projects without determined funding remain in the TIP because they are local priorities and that funded or partially funded projects generally rank higher in the priority list.
The committee asked for a printed map; Talbot said the TIP will come before the council next Monday and be referred to the Aug. 17 Transportation Committee meeting and public hearing for further consideration.
