At its June 15 meeting, the Royal ISD Board of Trustees approved several compensation items for the 2026–27 school year: the district's stipend schedule, teacher hiring schedule with step raises, a 2% mid-point raise for Administrative/Professional staff and a 3% mid-point raise for Auxiliary/Clerical/Paraprofessional staff who returned after the 2025–26 school year.
Trustee Melissa Woods moved approval of the stipend schedule; Trustee Cori Vahalik seconded the motion, which passed unanimously. "I would like the record to reflect that this includes student outcome areas," Woods said during discussion, emphasizing that stipend recognition should relate to student achievement. Trustee Elton Foster urged that stipend recognition be campus-wide rather than restricted to individual teachers.
The board also approved the teacher hiring schedule and pay plan. Board discussion clarified that teacher pay is handled through step raises tied to years of service rather than fixed minimums or maximums. Dr. Pape and staff explained that teacher pay scales traditionally use steps rather than a minimum/midpoint/maximum structure used for other staff categories.
Trustees framed the combined actions as steps to retain and recognize staff while aligning pay practices across employee groups. All compensation measures were approved by unanimous vote.
