Business services presented the district's First Interim report (through Oct. 31) with updated multi‑year projections, carryovers and revenue adjustments. Staff described an approximately $1,000,000 increase in unrestricted revenue due to LCFF adjustments and a STRS excess refund, offset by roughly $700,000 in increased expenditures driven mainly by carryover of restricted programs and capital projects.
Staff said the multi‑year projection shows continuing deficit spending (about $11.5M in the current year, dipping to $8.5M in year two and back to about $11M in year three under current assumptions). Finance staff emphasized that the projections do not include any negotiated salary increases beyond the current step-and-column progression. "The positive certification we're seeking from the board tonight is due to us being able to meet our fiscal obligations in each year," staff said, and trustees voted to approve the interim report and the positive certification.
Trustees raised questions about the $43M reserve number frequently cited in public comment, and staff explained that the larger figure includes a mix of restricted funds, commitments and assignments; they noted that some portions are more flexible than others but that commitments should be carefully managed. Staff said they will run fiscal analyses (AB 1200) if bargaining produces a tentative agreement and will return that analysis to the board for consideration.
