Board advances policy revisions: civility, disruptions, opt-out process after Supreme Court decision

The board adopted recommended revisions to administrative regulation AR 51 31.6 (health curriculum) after a motion and a 4–0 vote with one member absent. The revision updates curricular language, including references to alcohol and other drugs, to reflect recent curricular changes.
Trustees received first readings on a student-wellness administrative regulation amendment that would add USDA civil-rights language to comply with a nutrition-program audit, and on an updated civility policy and a disruptions administrative regulation that align with CSBA guidance and recent case law. Staff said the disruptions AR dated from 1994 and required modernization to reflect recent court decisions.
Staff also briefed trustees on proposed changes to board policy and administrative regulation intended to implement parental religious opt-out procedures after a Supreme Court decision described in the meeting (referred to as Mahmood v. Taylor, 06/27/2025). District staff said the new approach is fact-specific — depending on asserted beliefs, the nature of the instruction, student age and context — and staff plans to notify parents during registration and at semester starts about the opt-out process.
Trustees discussed the need to make opt-in/opt-out options clear in registration materials and to avoid inadvertently creating barriers for families. No final action was taken on first readings; schools and staff will return with draft language and suggested notification procedures for future board consideration.
