Douglas County denies 18.3-acre Strong Road warehouse rezoning after resident opposition

The Douglas County boards on Aug. 4 voted unanimously to deny Z2026-46, a rezoning proposal to allow three warehouse buildings totaling about 99,000 square feet on roughly 18.3 acres along Strong Road.
Staff recommended denial, saying the proposal would modify the intent of the comprehensive plan and could extend industrial uses beyond defined footprints. The planning board echoed that conclusion and moved to deny the request; the Board of Commissioners followed with a unanimous vote to deny.
Developers and proponents argued the project would provide needed smaller-scale warehouse space and routing for truck traffic via Jason Industrial Parkway. Mason Marsteller, a project representative, said the plan uses an existing access easement and was designed to mitigate truck flow through residential areas. He told the board the project responded to market demand for smaller industrial footprints.
Nearby residents mounted a sustained opposition at the public hearing, citing current industrial noise (including from an adjacent data center), overnight disturbance, and fears that additional truck traffic would make the narrow gravel Strong Road unsafe. "Strong Road has become a cut through road and is no longer safe," said property owner Joyce West, who added that she worries for elderly neighbors and children. The planning board and commissioners cited staff findings and the public comments in issuing the denial.
