Planning board narrows fall bylaw slate to a few targeted edits after months-long review

The planning board opened a public hearing on a wide-ranging draft of zoning-bylaw changes and spent the bulk of the meeting parsing definitions, applicability and procedure. Members and residents warned that switching from the current gross-floor-area measure to a floor-area-ratio (FAR) without resolving definitions for basements, garages and stories could produce unintended consequences for small and nonconforming lots.
Resident commenters and board members repeatedly urged a phased approach. As one resident put it, moving to a 0.5 FAR "creates continuous problems" for common lot sizes and could route routine projects to more burdensome special-permit review. Board members and staff agreed to prioritize a narrower package for fall town-meeting action: red-line edits to section 3.5 (including clarifying which body is the SPGA and a handful of lot-width/frontage clarifications), an article on regrading/cut-and-fill (6.4), an adjustment to lot-width/frontage thresholds (4.11), and procedural streamlining to reduce the number of required submission copies (9.43/9.54). The board left open further work on definitions and a possible comprehensive rewrite for spring.
Chair summarized the board's position: send the targeted redlines and selected articles to town council for warrant language and continue the remaining technical work with staff and consultants before the next full hearing on September 8.
