Planning staff presented a preliminary report on the Waseota Bend public‑realm design framework and a proposed amendment to the major‑and‑collector street plan. The study area is generally bounded by Korean Veterans Boulevard, Shelby Avenue, Interstate 24 and the Cumberland River; staff said there are approximately 21 parcels, seven unique owners and roughly 72 acres in the study area.
Staff described the major‑and‑collector street plan as a mapping and implementation tool that classifies road types (Arterial Boulevard, Arterial Parkway, Collector, Local) and defines typical cross‑section components such as pedestrian space, green space, bicycle parking and vehicular space. Staff reviewed recent outreach (internal application in early June, neighborhood meeting June 24, transmittal to BPAC and Vision Zero on June 26), noted recommendations from BPAC and Vision Zero are due back to planning by Aug. 25, and said the planning commission is scheduled to hold a public hearing on Sept. 10.
"There's approximately 21 parcels within that area, 7 unique owners, and roughly 72 acres," planning staff said. The presentation was framed as a progress update required by prior subdistrict amendments, and staff directed committee members to the online map and memo for details.
