Director Tucker said two bills had passed: one imposing a moratorium and one directing rulemaking (final text cited as BL 20 26 13 91). Tucker recommended supporting the moratorium until planning and zoning implications could be studied and cautioned against "rushing" policy without assessing pros and cons.
Commissioners thanked staff for the white paper and asked how the commission could best contribute to the review process. Tucker said the office had circulated information packages to commissioners and noted staff would continue to collect perspectives to inform any recommendations to council.
