Lions Park resurfacing nearly complete; payment held over seam repairs
Summary
Staff reported Lions Park playground surfacing is about 99% complete but identified an unacceptable seam; the contractor agreed to correct it in spring and the city is withholding roughly $95,000–$96,000 until workmanship and paperwork (certified payrolls, invoice) are provided.

Presenter (S1) told the committee the Lions Park playground surface is largely installed but that a seam in the surfacing was judged unacceptable. The contractor inspected the seam, acknowledged the issue and will add a full layer over the top in spring to correct the defect. The city has not made payment on the roughly $95,000–$96,000 installation pending corrected workmanship and receipt of certified payrolls and invoices.
"We have not paid anything on either of the projects," Presenter (S1) said, explaining staff will hold payment until the contractor provides required documentation and completes the correction. The committee discussed carrying the unpaid amount forward and appropriating payment once the work is fully acceptable and paperwork is received.
