SB 960 will push Caltrans to consider sidewalks, bike lanes on SR 113, city engineer says

Brandon Rodriguez briefed the Transportation Advisory Commission on Senate Bill 960 and its likely local implications. "SB 960 was signed by Newsom, and this new law... is gonna strengthen the requirements for Caltrans to include these complete street elements when repaving, rehabilitating, or improving state highways such as SR 113," Rodriguez said, noting the law requires performance measures that reflect bicycle, pedestrian and transit priorities in SHOPP project selection.
Rodriguez showed visual examples of complete-streets elements — high-visibility crosswalks with refuge islands, hybrid beacons, curb extensions and bike lanes — and cited recent local projects (the SR 113/12 roundabout and other corridor improvements) as context for how state projects might incorporate multimodal elements. He invited questions on whether Caltrans would be required to assist sidewalk or multimodal work within city limits; staff noted ongoing maintenance agreements with Caltrans and that project prioritization under SHOPP will influence timing.
