Groveland selects GAI to prepare redistricting maps as council votes 3–1 to proceed

City Clerk Virginia Wright reviewed three proposals for evaluating and redrawing the city's voting districts — GAI Community Solutions Group, LPG Land Planning Group, and ArcBridge Consulting — including estimated costs and contract scopes. Staff said the request followed prior direction to obtain additional proposals in response to population growth and demographic change.
Council Member Michael Jaycox questioned whether the LPG quote represented the complete cost and whether redistricting should proceed before the 2030 census. Mayor Keith Keogh and Council Member Stephen Shylkofski argued current district boundaries no longer reflected the city's population distribution and that District 2 had become substantially larger than other districts.
Council Member Shylkofski moved to proceed with redistricting and select GAI Community Solutions Group; Vice Mayor Barbara Gaines seconded. The motion passed 3–1, with Council Member Jaycox voting nay.
Staff will proceed with contracting and bring materials and proposed maps back to council for review as the project advances.
