Groveland accepts clean FY 2024–25 audit; city reports healthy reserves

The Groveland City Council on July 20 voted to accept the Independent Auditors' Report for the fiscal year ending Sept. 30, 2025, which Carr, Riggs & Ingram presented as an unmodified, or "clean," audit opinion.
Christine Noel-Rhan of Carr, Riggs & Ingram reported the financial statements were fairly presented in accordance with generally accepted accounting principles. She said the General Fund remained financially sound with unrestricted reserves exceeding recommended minimum levels and that several funds showed positive fund balance increases. She noted one grant fund reflected a temporary negative balance attributable to timing of grant reimbursements.
Council Member Stephen Shylkofski moved to approve Resolution 2026-41 accepting the audit and required communications; Council Member Michael Jaycox seconded and the motion passed with all council members present voting aye.
Council did not record further comment or concern in the meeting minutes; staff will file the audit documents as required.
