City staff report progress on Tulare Avenue work, substation and Aquatic Center opening

Staff reminded the council about the Aquatic Center ribbon cutting at 9 a.m. on Saturday and encouraged community participation.
Staff also fielded questions about Smart Fiber activation and reported that crews are working across town, vaults are being installed, and the company is preparing customer-facing systems and a physical location before a wider activation.
