Planning commission recommends council adopt EIR addendum, re-designate 37.5-acre Pedrick Road site for industrial use

The Dixon Planning Commission on Dec. 10 voted unanimously to recommend that the City Council adopt an addendum to the Northeast Quadrant Specific Plan environmental-impact report and approve amendments to re-designate a 37.5-acre parcel along Pedrick Road from highway commercial to general industrial.
"So overall, this project is consistent with the general plan and zoning as it implements what the general plan and zoning have established," said Raffy Boylan, the city’s community development director, during a staff presentation that framed the action as a technical alignment of the specific plan with existing general-plan and zoning changes. Boylan told commissioners the application would add industrial land-use regulations and development standards to the specific plan but does not include any site development at this time.
The applicant, Bridal Hogue of Buzz Oaks Construction, told the commission the re-designation is intended to make the property ready for future industrial tenants. "We're doing this so that we can be ready when a user does come," Hogue said, adding that significant infrastructure—"tens of millions of dollars"—would be needed before major construction could proceed.
Commissioners pressed staff on drainage and traffic analyses and whether the CEQA addendum adequately addresses potential impacts; Boylan said that drainage specifics and easements raised by the Dixon Resource Conservation District and Solano Irrigation District would be addressed during any subsequent project-level review and that the addendum evaluates the land-use change against the previously certified specific-plan EIR.
After public comment from a resident who endorsed industrial growth for tax-base reasons, Commissioner [moved] to recommend council adoption of the EIR addendum and approval of the specific-plan amendments with a suggested correction to finding No. 3 (changing the reference from the general-plan EIR to the Northeast Quadrant Specific Plan EIR). The motion passed unanimously. Staff said the commission’s action is a recommendation; final action will be taken by the City Council at a future public hearing.
Next steps: the commission’s recommendation and the addendum will be scheduled for a future council meeting for final consideration and action.
