Comal County approves $2.22 million in claims, accepts multiple road and bond items

Comal County Commissioners on Sept. 18 approved $2,216,894.03 in claims and carried a series of routine development- and infrastructure-related actions, including road acceptances, bond extensions and line-item transfers to fund elections software and an engineering study for a low-water crossing.
Comal County Commissioners approved claims totaling $2,216,894.03, with electronic funds transfers of $284,294.40 and regular claims of $1,932,599.63, after Commissioner Webb moved and Commissioner Leacock seconded the motion.
The court also took a string of development- and capital-related steps. Staff recommended and the court approved acceptance of roads and stormwater drainage within Meyer Ranch Unit 14 into the county road system and directed the county engineer to execute permit PIPRO-109140. County staff recommended one-year surety extensions for several subdivisions where construction remains incomplete, including Lark Canyon Unit 2 and Canyon Ranch Unit 3; the record shows those extensions were approved. The court accepted a cashier's check of $10,815 as surety for Park Village Unit 7 and authorized an agreement with the developer.
Robert Boyd, the county's staff engineer, explained that some developments lie in the extraterritorial jurisdiction of New Braunfels and that Comal County will accept only the portions of roads within its boundary. On the River Road Jacobs Creek low-water crossing, Boyd said the county will fund design work to prepare bid-ready plans for a bridge project budgeted for 2026, noting previous attempts to secure grant funding from the Texas Water Development Board were unsuccessful.
"This item is to provide funding for an engineering, plan specification estimate package," Boyd said. "It'll be used to bid a project that was budgeted for 2026 for a bridge at this crossing."
