Comal County will hold off‑site improvement bond #30254162 as surety for reconstruction of the Vogel Dam emergency spillway berm after an inspection found the berm had been cut by a water‑line installation.
The county engineer briefed the court on the background: the dam was designed in 1956 and built in 1957 by the Natural Resources Conservation Service (NRCS), and Comal County is responsible for operation and maintenance under the agreement with NRCS. During a May biannual inspection staff observed the berm breach where a Texas Water Company crew installed a water line. The company hired an engineer, prepared repair plans and submitted them to the Texas Commission on Environmental Quality (TCEQ) Dam Safety, which approved the plans on Aug. 26; a local NRCS review followed on Sept. 18.
County staff recommended approving acceptance of the bond as surety and authorizing the county judge to sign. The court approved holding the bond by motion; county staff said work should start this month and be completed by the end of 2025.
