Council asks staff to inventory camping-related code sections after legal briefing

After the presentation on Grama Pass v. Johnson, the Dixon City Council directed staff to prepare a consolidated inventory of municipal-code sections related to public camping and related nuisances so the council can review options.
Deputy City Attorney Nubia Gold suggested a consolidated staff presentation that would "outline all the applicable provisions in this universe for the council to review and see if you want further study or alternatives or changes." Several councilmembers said they were not seeking new ordinances immediately but wanted staff to identify any existing code language that might be inconsistent with the council's policy preference.
Vice Mayor Johnson said he is not looking to add ordinances but to review what is already on the books and remove or revise anything not consistent with council direction. Another councilmember urged a cautious "wait-and-see" approach because of the potential for litigation in other jurisdictions.
