The East Palo Alto City Council, meeting in its new capacity as the East Palo Alto Sanitary District (EPASD) board, moved Dec. 3 to adopt a process for naming district leadership and to appoint the city clerk as the district secretary.
Assistant General Manager Sherry Klima told the council that state sanitary‑district law requires the board to designate a president and a secretary and explained why staff recommended the city clerk serve as secretary because the clerk runs elections. Council discussion focused on whether the mayor and vice mayor should automatically occupy the president and president pro tem roles or whether the pair should flip roles; a council member moved to establish the mayor/vice mayor (or a flip where the vice mayor serves as president) as the mechanism for selecting president and president pro tem. The motion also included appointing the city clerk as secretary and finding the ministerial appointments exempt from the California Environmental Quality Act (CEQA).
The motion was seconded and approved by voice vote. The council did not record a roll‑call tally in the public record for this action; staff characterized the appointments as ministerial and necessary for execution of district business going forward.
