Council amends consent items to cap expedited purchase orders at $35,000

During consent-calendar discussion Councilmembers considered item 9.4, a services agreement that allows purchase orders to be issued as needed. One councilmember recommended capping expedited purchases at $35,000 so routine, budgeted tasks could proceed without full bidding while larger work would be subject to the normal bid process.
Councilmember 8 described the cap as intended to cover the majority of expected work and help expedite repairs and maintenance: “The number that I discussed with Josh … was $35,000 being that that’s gonna cover the great majority of the items that would happen.” After discussion the council amended the consent calendar to include the $35,000 cap and voted to approve the consent items.
The change is procedural: staff said larger projects — e.g., major tank work — would still move through the formal bidding process. The amended consent items were approved by roll call.
