Commissioner Alan Fisk said, "I think this is, not a good play in the city," arguing the policy could saddle tenants with new parking fees. Staff replied the law’s pilot does not yet include San Mateo County and noted staff recommendations include exemptions for deed‑restricted and BMR units.
A motion to strike the unbundled‑parking amendments from the resolution and defer them until San Mateo County is included in the state pilot was moved and seconded but failed in commission vote. The commission then voted to adopt the remainder of the development code text amendment as revised.
