The East Palo Alto Planning Commission on Oct. 28 reviewed a broadly scoped development‑code update staff described as necessary to reconcile local rules with recent state legislation and to clean up technical inconsistencies. Senior Planner Salifu Yakubu told commissioners, “The development code update has 4 main objectives.” Staff asked the commission to recommend the City Council adopt an ordinance after the Planning Commission’s review.
The proposed package includes code alignment for family childcare homes, definitions and allowances for low‑barrier navigation centers and transitional/supportive housing, clarifications for accessory dwelling units and a new chapter to streamline minor permits. Commissioners debated several topics in detail — notably unbundled parking, fence heights and tree‑replacement security — before carrying a resolution recommending council action. The commission also amended the staff recommendation to extend the proposed tree‑replanting evidence window to 60 days before adoption of the resolution.
