During the presentation trustees asked about local participation in the bidding process and how the district selects contractors.
A board member said, "I would love to see our district...just be as much as possible try to use [local contractors]." Staff replied that Gallagher and district procurement share invitation lists and make efforts to include local firms but that bondability and qualification requirements sometimes limit local contractors's eligibility.
Staff described procedures for interviews with finalists and said Gallagher would recommend the best-qualified contractor after comparing scope and apples-to-apples costs; staff noted there are examples where a local contractor received higher pricing but was chosen when suitable. The board requested staff continue to prioritize local participation within procurement rules.
