On April 15, the Tisbury Finance and Advisory Committee revisited a prior recommendation to transfer $700,000 from unreserved fund balance for tax-rate reduction. The committee voted to rescind the April 1 motion and then separately moved to recommend the $700,000 transfer to the Annual Town Meeting warrant.
Allan Rogers moved to revisit and rescind the April 1 motion; Alex Meleney moved to recommend the $700,000 transfer. The minutes record votes of 6–1 in favor of rescinding and later 6–1 in favor of recommending the transfer, with Ruth Konigsberg recorded as the lone dissent in the latter votes. The minutes described some aye votes as “somewhat reluctant.” The committee noted that using Free Cash to reduce the tax rate could mask structural budget problems and urged longer-term RBM reforms.
