Council approves as-built addendum; developer may seek escrow release to pave Red Lion Mile

Council reviewed differences between submitted as-built plans and the approved plans, as outlined in a C.S. Davidson letter dated Nov. 8, 2024. Developer Jordan Ilyes presented specific items: paving the Red Lion Mile contingent on escrow-release approval, adding a speed hump on Neff Street to slow traffic and divert stormwater, changing parking-lot curbing near Locust Lane so runoff reaches the storm box, and installing an ADA ramp with agreed workmanship given the street grade.
Council made a motion to approve the agreed-upon plan and directed an addendum to the land-development plan to be signed by both property owner/contractor and the engineer, Jeff Shue. Solicitor Samantha Craley said any escrow release to fund paving must be approved by engineer Jeff Shue and that the borough must retain sufficient funds for outstanding improvements.
Jordan indicated a willingness to repair curbing and other items if they deteriorate and asked whether directional signage could be installed before a traffic study; the solicitor said that directional signs on private property are permissible but that street signage must wait for a traffic study and ordinance.
The motion to approve the agreed-upon list was adopted at the Dec. 9 meeting.
