Community Development director updates commission on campus EIR, Southeast Dixon 'Harvest' and recent permits

Rafi also said the applicant revised the campus plan to move a retention basin northward to create a larger buffer near Campbell's, and staff has shared the change with Campbell's for comment.
Rafi announced a formal Southeast Dixon application filed by the Lewis Group for roughly 1,250 acres and a separate "Harvest" component of about 850 acres; the city is building a web page and plans early December outreach and a January study session with the commission and council. On building activity, Rafi said Bank of Stockton received a temporary certificate of occupancy and Rotten Robbie's is operational while working through EV charger manufacturer issues. The Independence residential project is issuing permits in batches; infrastructure work and initial unit permits are underway.
