Commission splits on proposed Arco/BP service station; staff to return with revised approval package

The Dixon Planning Commission debated a proposed Arco/BP service station at 100 East H Street for more than two hours before directing staff to return with a revised resolution and findings that would permit the project with corrections to parking and landscaping and with the building orientation left as presented. Staff had recommended denial in a draft resolution because the project shows a floor‑area ratio of about 17% (below the Corridor Mixed Use 50% minimum) and because of inconsistency with frontage‑and‑activation policies in the city's general plan.

Scott, the staff presenter, explained the applicant supplied an economic study arguing the trade area could support additional fuel service but that a peer review questioned assumptions: "Dixon, Solano County, as well as the entire state, is experiencing a decline in gasoline consumption," staff's peer reviewer found, and peer review expressed concern the project's fiscal assumptions may be overstated. Applicant consultant Ahmad Gaderi said the design provides for 12 fueling positions, a 3,400‑sq‑ft convenience store, a 1,152‑sq‑ft car wash and EV‑conversion capability, and estimated a potential net fiscal benefit to the city. Commissioners split on whether applying recent zoning and general‑plan standards rigidly to this long‑pending site was appropriate. After procedural votes and a tied roll call on an earlier motion, the commission voted 4‑2 to have staff bring back a revised resolution reflecting approval with conditions (yes votes: Davis, Diaz, Drayton, Chair Caldwell; no: Cooley, Vice Chair Hernandez Covello).
